This instruction is used to Halt the operation of a Program or Task code block. Typically this instruction is used by some type of supervisory code that would terminate the execution of another Program or TASK. Now I do say Task, here, and this instruction can work for task but a non-yielding Task only runs for one scan, so it would make more since to just not execute Task instead of using a Halt instruction on it. Now the Halt instruction cannot halt the operation of the Main Program.
